Superior Mayor Criticizes Lead Pipe Replacement Legislation

SUPERIOR, Wis (WLAK / WHSM) – Superior Mayor Jim Paine raised concerns on a bill allowing private companies to access federal funding for lead pipe replacements this week.

State Representative Chanz Green announced the passage of the bill earlier this week. If signed into law by Governor Tony Evers, it would allow Superior Water, Light and Power to access federal funding for lead service line replacements. The utility company is the only privately owned community water system in the state and is therefore excluded from some forms of financial assistance.

Following the announcement, Mayor Paine raised concerns about what the utility company would do with the money. According to a Northern News Now report, he would prefer the city be responsible for where the funding goes. “It’s a direct cash giveaway to a company that has already significantly overcharged the people of Superior, that has known about their lead line problem for 50 years, and has not invested any of their own money,” he said. “They just pass all these costs on to the public already.”

Officials from the utility company say they will work with the city to put a plan in place that will benefit customers in the area. Mayor Paine is hoping for a plan that includes the replacement of every residential lead pipe in the city at no cost to residents. Governor Evers has not announced if he intends to sign the bill yet.

Lead in the water supply can cause a variety of health issues, especially in children. They could suffer damage to their brains, leading to learning and behavioral issues as well as problems with hearing, speech and coordination.
